Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the announcement of a new 28-point plan for resolving the conflict appeared – briefly – to have been stabilised. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of rocket attacks on Kyiv.
The Cycle of Diplomacy and Destruction
The chain of conflicting incidents captured the grim essence of the outgoing year. By day, political struggles are waged: optimistic declarations are issued from multiple capitals. Immense energy is devoted on restraining specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "peace".
Nocturnal Warfare
As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting rocket firings from enemy soil, a capacity provided through up-to-date information. From witness perspectives, defense planes that had been scrambled to intercept incoming guided weapons roared overhead – sophisticated military planes provided to Ukraine by NATO members.
Moments later, Kyiv's anti-aircraft weapons activated: several firings targeted at a hostile projectile. This was a sophisticated defense system at work, probably supplied through allied countries. Every launch creates sudden vibrations, shaking the windows. The instant of fear quickly gives way to grim resignation: possibly the approaching threat won't cause damage this time, protecting urban areas from ruin and another blackout.
Persistent Threats
Not long after, a large-caliber weapon engaged a aerial vehicle somewhere nearby, part of a mobile-fire group – probably imported technology. Unfortunately, the projectiles didn't strike the enemy aircraft – it continued its flight toward its target.
Intermittently, this carried on until dawn. Kyiv greeted the early updates: seven people killed, destruction and infrastructure problems in multiple buildings as a result of the night's assault. As typically, everyone still went about their day – enduring hostilities. But those full day illustrated Ukraine's essential dependence on Western support – a reliance that neighboring countries are clearly incapable to substitute in the immediate future.
Unsuccessful Negotiations
The 28-point plan from US administration generated strong feelings, discussion and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new proposal from American administration unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually secure success. This cycle will, no doubt, continue.
Political Considerations
It is easy to blame particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. US administration functions according to a principle understood by international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The White House presumes that it is unrealistic to force Russia to relinquish the territory that it currently occupies in Ukraine's occupied territories.
The problem is that while accepting these circumstances, Washington does little to discourage Russia, through words or deeds, from believing that the status quo will not evolve additionally in its favour in the coming year.
Divergent Views
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their reason to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to stop fighting, but they will continue as long as Russia's leader remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing lives and land but preventing a total frontline collapse until situations evolve in its favour.
Existing Situation
Realistically, there are no real preconditions for a armistice. Now, personal considerations are entering the equation: political desires to broker a ceasefire and secure international recognition, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unworkable, so that their priority does not switch to homefront challenges. And although their task will now be considerably more difficult after latest incidents, it remains very improbable that this will modify their basic position.
These opposing factors are influencing discussions.
Conclusion and Outlook
It took a mere seven days to terminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, latest revelations, all served their function.
While new proposals based on previous concepts are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and show particular unwillingness to modify developments, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, mainly require continued Western support.
